Glen Haddock

As a Senior Engineer with a large national management consulting company, Glen Haddock was asked in 1983 to testify before the Oregon legislature as to the business viability of the small home care concept for seniors.
Subsequently, he established the first models of this type of care.
Oregon became known nationally for this exceptional program.
Oregon put a moratorium on the Certificate of Need process for new nursing home beds with the intent of moving state Medicaid clients into a more social model of care. A Medicaid waiver was granted to Oregon to pay for care in a more homelike setting.
In the beginning, this new concept was difficult to sell to medical professionals and the public because the homes were unlicensed in any way and the public had no way to know who, either by ability or intent, could provide safe quality care for Oregon's seniors.
Dealing with the need for promoting a better image, Glen organized Residential Care Referral Service (now EZ Transitions) with the intent of evaluating each home and provider of care as to its safety and quality. RCRS was the first such referral agency in the state of Oregon.
Glen organized the Oregon Residential Care Association (ORCA) of caregivers and served two terms as president. ORCA created a Code of Ethics and the format for minimum training standards.
Because of his experience, Glen was asked to sit on a special governor's committee to formulate the first rules and regulations for these small homes. Licensing was then established for the small homes now known as Adult Foster Homes.
Glen sold his Adult Foster Homes to concentrate on the referral business. Sometime later, the first assisted living facility was constructed. As assisted living grew, Glen kept pace by qualifying each new facility.
Today, EZ Transitions refers clients to the broad range of Retirement facilities, Assisted Living, Residential Care facilities (including Alzheimer care) and Adult Foster Homes.
Although EZ Transitions represents the client (or family) who is seeking a facility, we bill facilities for our services should they be chosen by our client. We feel it is important not to make the choices for our clients, but we deem it critical to provide the best information available and present the client with the best choices to meet their particular need, location and other parameters. They make the final choice.
It is immaterial to us who they select, as that is often subjective, provided we have given them the best quality information so they can make an informed choice.
One of the greatest sources of information we get about various facilities is from the hundreds of families we have assisted over the years. We take great pains to direct them to various other resources as well for such assistance as they may require.
